Rationale:
This element is important for identifying the existence of unusual conditions that can be useful for determining the need for additional traffic control devices or geometric improvements. It is also important for determining highway maintenance and possible engineering needs.
Accuracy Checks
- If Road Contributing Circumstances is indicated to be ‘road surface condition (wet, icy, snow, slush, etc.)’, then the value of Weather Conditions should not be ‘clear’.
- If Road Contributing Circumstances has a value of ‘traffic control device inoperative, missing, or obscured’ then Traffic Control Device Type must not be ‘no controls’.
- If Road Contributing Circumstances is indicated to be ‘work zone’ then Work Zone Related code must be ‘yes’.
- If the Roadway Intersection Type’s value is not ‘not an intersection’, then Road Contributing Circumstances will be ‘traffic control device inoperative’, ‘missing’, or ‘obscured’.

Road Contributing Circumstances is a field that was completed appropriately for almost 95 percent of the reports reviewed, with very little variation between the two submittal types for local police. The majority of the time, if the field was considered unacceptable, it was left empty. Please note that there is no data for State Police reports, as this is a new crash report field and was not being used by State Police during the audit period.
